New Jersey runs more senior benefit programs than almost any other state. The catch is that most of them are unknown outside the state offices that administer them. This guide walks through every meaningful program, who qualifies, what it's worth, and exactly how to apply.
NJSave: The One Application That Unlocks Five Programs
NJSave is the umbrella application that screens NJ seniors for five separate programs at the same time. There is no reason to apply to any of these individually — start here. Apply online at NJSave.nj.gov or call 1-800-792-9745.
PAAD (Pharmaceutical Assistance to the Aged and Disabled)
PAAD caps prescription copays at $5 for generics, $7 for brand name, on top of Medicare Part D. For seniors taking multiple prescriptions, this routinely saves $1,500+ per year.
2026 income limits: Up to $54,261 (single) / $61,930 (couple). Asset limits do not apply.
Senior Gold
For seniors over the PAAD limit but under a higher Senior Gold cap. Subsidizes prescriptions at a slightly lower level. Worth applying if PAAD denies you.
Lifeline Utility Credit
A flat $225/year credit applied to your gas or electric bill. Automatic if you qualify for PAAD, Senior Gold, SSI, or NJ FamilyCare.
Medicare Savings Programs
Pays your Medicare Part B premium ($174.70/month in 2026) and, for QMB-tier enrollees, also pays Part A, deductibles, and coinsurance. We cover the federal version of these in our unclaimed benefits guide.
HAAAD (Hearing Aid Assistance for the Aged and Disabled)
Up to $100 per year toward hearing aids, plus access to discounted devices through state-contracted vendors.
Senior Freeze (Property Tax Reimbursement)
For NJ homeowners 65+, Senior Freeze "freezes" your property taxes at the level of your base year. Any increases above that base are reimbursed annually. The average reimbursement runs $1,400+/year and grows with each subsequent property tax increase.
2026 income limit: Approximately $163,050. You must have lived in NJ continuously for 10 years and in your current home for 3.
File through the NJ Division of Taxation.
ANCHOR Property Tax Relief
Replaced the old Homestead Benefit. Annual property tax rebate for both homeowners and renters, up to $1,750 for seniors. Income-tested up to $250,000 for homeowners, $150,000 for renters. Apply once and renewals are automatic.
NJ FamilyCare for Seniors / Medicaid
Full Medicaid coverage for seniors with limited income and resources — covers everything Medicare does not, including long-term care. Income limits vary by category.
NJ Lifeline (Phone)
Discounted phone or wireless service through participating carriers. Apply through LifelineSupport.org.

SNAP for NJ Seniors
NJ runs SNAP under the brand name "NJ SNAP." Apply through mynjhelps.gov. Seniors can deduct medical expenses (Medicare premiums, prescription costs, dental) from countable income, which makes SNAP available to many seniors who think they earn too much.
NJ Dial-A-Ride and Transit Discounts
County-level door-to-door transportation for medical appointments and essentials, plus half-price NJ Transit fares for ages 62+.
